Health care management in primary care
an analysis of the decentralized health area of Crateús/CE

Objective: Analyze within the scope of Primary Health Care (PHC), the main management strategies and health policies that provide effective health care for the population of the Decentralized Health Area of Crateús/CE. Methods: This study had the methodological arrangement of bibliographic review, document search, and field research on the 11 municipalities that make up the Decentralized Health Area of Crateús (CE), presenting the results and discussions in two axes: Applicability of Strategies, Programs and Policies Public Health in the Regional Scope; and Perception of Managers for the Evaluation and Effectiveness of Public Policies. Results: No original studies were found that respond to the research theme; however, it is possible to observe similarities in the programs and policies made available in the municipalities and an important recognition by health managers about the valorization of the territory and attributes of PHC. Conclusion: Despite the low adherence of the participants and the need to improve the use of management instruments, this work proved to be fundamental for the recognition of the health services available in PHC and the alignment of initiatives in regional governance by promoting the discussion of primary care priority to the development of quality public health.
