SCIENTIFIC PRODUCTION ON CREATING PUBLIC VALUE: A BIBLIOMETRIC STUDY IN THE WEB OF SCIENCE DATABASE (1998-2021)

Abstract

Creating public value can be understood as a management philosophy and a framework of processes to achieve intended values; in the context of public administration contemplates the dimensions of operational capacity, the authorizing environment, and desired social results. This research aimed to analyze how the field of research on this topic is configured, approaching perspectives of such field through the exposition of the main authors and published works. A bibliometric study and a descriptive quantitative survey were carried out using Thomson Reuters' Web of Science platform. The results show that the intellectual base of the field deals with issues such as the efficient provision of services by the government, participation of society, evaluative organizational culture, and individual perceptions regarding the emotional characteristics of the process. The research front of the field deals with issues such as the analysis of public management practices, governance actions, and process structuring.
