Abstract

Acquisitions in the context of public institutions currently assume strategic relevance. The elaboration of the processes for a significant part of these acquisitions is slow, producing negative effects on efficiency, economy, and the timeliness of the goods or services to be acquired. The intention of this research was to analyze the temporal effectiveness of acquisition processes, identifying the factors that cause a lack of speed in their preparation. This qualitative study, using the quantitative method, was based on the questionnaire applied at the UGE, on bibliographical and procedural research, and on interviews with the Legal Consultancy, a legal advisory body that carries out the analysis of acquisition processes. The study findings point to a loss of effectiveness in the procedural elaboration of public purchases caused by factors internal and external to the UGE. The conclusion of the study proposes the implementation of measures aimed at improving process management, aiming to mitigate the negative impacts identified.
