Abstract

The health sector is of added importance in terms of its administration. The sector is endowed with characteristics that make its management unique, and this has been particularly true in recent times, such as the pandemic, which has devastated not only Portugal but the world. The aim of this article is, therefore, to study health administration, in particular the issue of administrative autonomy, through a case study carried out in the autonomous region of Madeira. To this end, a qualitative analysis was carried out to understand better how the reality in this region is described about this issue. In terms of conclusions, it is understood that the 1976 Constitution introduced profound changes to the structure of the state, allowing for greater participation by the autonomous regions of Madeira and the Azores, with subsequent revisions. The participation of the Autonomous Regions occurs mainly in the Assembly of the Republic and the Government of the Republic, excluding the courts and the President of the Republic. Concerning the central question of this study, whether the opinions of the Autonomous Region of Madeira in the area of health are accepted, we found that most requests were not accepted.
