Tras la creación de la Nueva Ley de Amparo, se establece un nuevo paradigma para la protección y defensa de los derechos humanos en México. La improcedencia de este medio de tutela contra las reformas y adiciones a la Constitución genera un escenario de incertidumbre, interpretaciones diversas y contrarias, así como un debate en diversas aristas tanto legales, convencionales y sociales en torno a las responsabilidades del Estado y los pilares de los derechos humanos, constituyendo uno de los debates constitucionales más cuestionados de los últimos años.
